Common problem among water heaters are mineral deposits. When the water is boiled, it leaves behind minerals which slowly build up on the walls of your water heater. If this build up is not removed (by citric acid), it will eventually clog up the pumping unit and cause it to stop dispensing water. Tap water contains too much calcium or magnesium, so you will find white deposits, known as limescale. The “rust” like marks can also become prevalent as it is actually electrolyzed water that picks up iron from the minerals during the boiling process. Sometimes red/dark orange flakes (iron deposits) appear on the water heater. It appears like “rust” but it is actually not since the lining is stainless steel which is rust resistant.
